Anchors for holding the ship while loading

Does anyone know this man?
It took five eight ton anchors to hold what is now a small tanker. The "valve pit" and the control house are on the right. The control house can still be seen from Highway One.
Darned if that doesn't look like George Anderson on the right. We would like the names of the others

Ship to Shore Communications

There was a telephone line buoy for communication to shore, but this wasn't always available. Usually a whistle signal system was used.
The surface line is visible on the hill
On the right is "Wicks, the Diver," one of several divers used on this project. It's unknown if any of our local divers were used.
This diver was probably from the San Francisco area
